Our village needs to purchase a water/utility & tax billing software system. I am wondering what software systems are used by smaller villages and townships. Thank you!

We also use the BS&A Software Suite. For the Village of Decatur, we utilize a suite consisting of Cash Receipting, Utility Billing, Tax Billing, AP, and Payroll through BS&A. They are fantastic with respect to support. In addition, if you choose to utilize more than just Utility Billing, it can make certain tasks much easier. For example, if you need to process a water meter deposit refund, you process it initially through Utility Billing, then it is automatically sent to the AP software suite for payment processing. So, there's a bit of automation that can be built into your setup too. My assumption would be you'll likely find that the software suite provides a greater benefit than simply using Utility Billing as a standalone product, but, from our experience, BS&A does a great job with assisting you with customizing the software to suite your needs and ongoing support and training.
