    Is it legal for a municipality to use taxpayer money to enter into a contract with a non-profit organization that is taking over a program that the county no longer provides?

    We have done a similar agreement in Hillsdale. We provide an annual payment of $5,000 to a non-profit entity (Domestic Harmony) to provide emergency housing and care for domestic violence victims and their families. I believe our city attorney checked on this and a specific law was written in Lansing to approve of these agreements.

    Nonprofits are no different than any other for profit vendor providing a service. We contract with Michigan Humane Society for animal shelter services, and have for years.
